I  work at a pc repair shop so I might be able to help...

Things it could be:
-Bad power supply
-Bad motherboard
-Bad processor
-Bad power switch

well, it depends how old your parts are for price.  I fried a CPU and the PC did about the same thing, though you could smell the burnt-ness of the CPU :P  But it also fried the motherboard at the same time.  I got the CPU and motherboard replaced from ebay for $50 total, and the parts are about 3 years old.
