Vector graphics is the use of geometrical primitives such as points, lines, curves, and shapes or polygon(s), which are all based upon mathematical equations, to represent images in computer graphics.
Essentially it's art you can add parts to, or take parts away from, or modify points to to alter the image. Vector art also utilizes layers.
Macromedia flash is a perfect example! That's what I use to vector, personally.
