Could be the lead, try bending it near the plugs and see if it changes.

Oh God, I have no idea how to fix this problem, but I saw your avatar and remembered when I used to use it. :) Sorry for the off-topic comment. You may want to read about fixing/resetting the RGB.. levels of the screen.

Is it all the way plugged in on both sides, otherwise I have no idea. I'm guessing you've got a CRT right?
-
Try degaussing your screen.
-
Try fiddling with the cable that might work.

Maybe he HAS a Mac.... ::)

He could be using a Mac with a CRT monitor Moldrill. Doubly possible if he bought a Mac Mini (which doesn't come with a monitor). Anyways, if you have a monitor like my MSOffice class' you can press some buttons on the front panel to open a settings dialouge and then navigate to the RGB settings and turn green down a bunch. :P

tried all of that already

Then maybe your screen is dying. Is it CRT or LCD? The ones in the computer lab at my high school did the same thing. It was weird. One by one, they would start to go. They would permanently change colour. Mine was pink, I think. There was one that was yellow, a couple green, and one where everything was black or blood red. No one found a way to fix them...

Dust.
Dust causes that to happen, I forget what it does but it burns it out.
However, if you're willing to take apart your cover of the monitor and get all the dust out, it should fix.
Unless it's damaged something already. I have one that was permanently pink in our garage, and has been there for months. I kick it every time we go by :D
