As far as I know, the API was never actually functional so that may be why.
I did develop a couple of prototypes of the API, but never actually deployed them. They were merely for doing research and development on reliable methods of implementing a web-based RESTful API service. If I find the source code laying around, I may be able to send them to you and you can maybe deploy it. There were like, I think 8 different protos that I developed. Three of them actually were used for internal testing. One was a rewrite of SMF. Go figure.
