Location: with the Blade Master
Items needed: yes. Roc's cape, Noble Sword/Master Sword,
Description: Link will learn a couple of techniques from the Blade Master. The first attack Link learns is the Roll Attack (check the DesignDoc). The second attack Link learns is the Down Thrust, which requires the Roc's Cape (check DesignDoc). Then, he can learn the Pursuit Slash (check DesignDoc). Now, Link can learn the Sword Beam immediately after getting the Noble Sword, or either the Master Sword, although you can use any of these two to attack with the sword beam.

Well, that's why I said you needed the Roc's Cape, and didn't give any specific moment  :P

You said the downward thrust is the second move you learn, since can get the Roc's cape later in the game it would make sense that it would be a later learned move.
