Something Odd with one of my computers

Anyway I've been wondering about this for some time now. When I look at the clock speed in CPU-Z it keeps going between 400mhz(it's clock speed) down to 0mhz and I don't have a clue why why.
Its some generic all in one-ish motherboard made I believe by PCChips. I can't really tell you exactly what the name of the motherboard is at the moment(try to find it later) but it's got places for two different slot types of processor. The processor is a 400mhz intel celeron.
If anyone has ever seen this before I would be very thankful if they could tell me if it can fixed or whether it should actually matter.

Well...you should move your processor into the other slot. If your still getting that odd slow down then you should consiter replacing your motherboard because your processor might not be accepting the motherboard or its the other way around.

Could be a sodtware error. If you PC itself doesnt slow down it wont hurt much.

But Celerons are thrash, theyre bound to do something stupid, thats why they are cheap.
