See, I have this encryption of files problem on my old Harddrive, and it won't allow me to access files.
So I finally found a source of help (2 years later):

It states:
At the prompt type cipher /r:Eagent and press enter
Whenever I put that in nothing comes up, and as you can see, something should.
Any help? And yes, I use XP.
