Cel Shading like that would be a little difficult, I wouldn't go straight for Cinema 4D's cel shader as it would give a result like this:
But play with the material settings
With a little bit of diffusion and the cel shading on and no specular in the material, he looks more 2D, but to get it like Wind Waker is a trial and error process. But remember once one material has the right shading for WW then you'd have to do it to all, with the same luminance/diffusion/etc settings.
If you don't know how to turn cel shading on, do this;
Render - Render settings - General Tab - Render Mode - Cel-Render colour.
In the options tab you can turn off Outline under cell renderer, which should help give the Wind waker look
