It won't come out on Xbox 360 because its a Japanese game and Japan hates Xbox.

MGS2 for Xbox sold horribly, which probably added to the reasoning to not have MGS4 on 360.

Square-Enix realised that they need to focus on more then just Japan, so they're porting the game to the 360 after they finish the PS3 version for the American audience. The 360 version isn't even confirmed for a Japan release. Konami on the other hand (or maybe Kojima, one or the other), like so many other japanese companies, only focuses on appealing to Japan.

MGS2 for Xbox was released late in the game, everybody had already purchased it for PS2 and PC by that time. The only real reason it was on the Xbox to begin with is because it was ported to PC. They weren't expecting a shitload of sales from that.
As for Square-Enix, again, you have no clue what you're talking about. It's best to *not say anything at all* instead of *pulling stuff out of your ass*.
