if its LTTP style, I wouldn't pay anyone to do em personally; mainly because the style isn't worth anything in terms of resale by another individual or company; in other words; you wouldn't profit from it... Normally I'd take on this task, but really you'd be getting screwed outta $ by paying for an LTTP styled custom tileset--- your best bet would be to ask for the tile set without mentioning $ first

Typically (at least this is how it used to be, dunno about now), people will be willing to help from the kindness of their hearts

if its not LTTP style, I dunno... typically, in the small market gaming industry at least, the graphics artist tends to make more out of a project then a programmer does. Mainly because they're usually contracted and not paid salary... I couldn't really tell you what their wages would convert to in terms of single tilesets or anything like that... :\ I have my graphic artist/ modeler budgeted in at $8000, and thats for about 12 different level themes (all world meshes included), and all of the textures associated... For a smaller scale project, I'm not sure how it'd break down... Personally I'd wait and see how things go before you discuss money :s
