EDIT: I dunno, but check this out: http://developers.sun.com/.
EDIT2: Check this: http://developers.sun.com/prodtech/devtools/free/index.html#mobility. That's what Gorthwogh uses, Sun ONE Studio 4; Mobile Edition.

On the same page that cb43569 suggested, I would say NetBeans (w/ mobility pack). I used to hate it because it was HUGE, BULKY, and UGLY, but they have improved it a lot more since those years ago. I recommend it.
