From what ive been told its not a hard task >.> pfft like F*ck, basically what i need is a comment a rate system for my videos page on my Night Panda website, if anyone can script one i would be incredibally thankfull ! and plus you'll get shitloads of credit

I wanna help you but don't have time now, I almost go to sleep but if you really need it you can google these:

- javascripts
- php scripts
- rating script
- comment script

I googled this too and I always find good scripts.

Well this isn't as easy as it seems. Well, ok it's easy but just a bit time consuming.

Please specify what resources you have available; MYSQL, PHP etc...

There are plenty of open source free scripts that would probably do the job, but without knowing what your limitations are we can't point you in the right direction.
