I've got a question about Community Speak. Back in the day, CS had some strict policies as to what belonged there and what belonged in Off-Topic. Nowadays, it seems pretty much vague what should stay and what should be moved.. could someone please clarify what today's restrictions are?

Alex's post shows the obvious border. Both forums get plenty of activity, merging them is un-necessary.

If you guys want to debate this further then please do it in the topic linked to above.
So why aren't those guidelines posted in CS :p
