Now I'm not so sure if it's legal to share that DLL since it comes with Vista... but I need to use it's icons for several things that shall not be named :P (no, the purpose they'll be used for is NOT illegal)

The dll can be easily retrieved from the above think. I found it in about 15 seconds.

Sol edit: What's ultimately interesting is your link had two "http://" at the front of it so it couldn't find anything :P I took the liberty of fixing it for you.

There are only 2 download links, and neither work.

I'd gladly give you imageres. A lot of the icons are also in explorer, do you want that too?
