It's Link. In the "Zora" armour. It allows Link to breathe underwater, as well as swim like Mario does in Super Mario 64. I think the appearance of the armous is that some bits of it actually appear over the regular green tunic, as well as flippers on his feet... For whatever reason, it actually make him look like a Zora.
