I think bringin him a fairy would reward you more than that, plus I can barely understand what you mean by it. I'm confused on your exact intent of it.

It's usually good to think of the value of the item and compare it to the use of the item, if it's rare and is useful for things like saving your life, it would be more than say a, red potion, that only heals you, Plus stores or shops usually buy at half of item's retail value, more or less, though it depends on the shop itself. So you have to keep that in mind too.

Unfortunately for Tingle, he's got a lot of business competition with Ingo, who was already accepted, and already has an established subquest where the reward is... he lowers the prices of the items in his shop. So this niche is already filled, how would Tingle doing this be different than Ingo?
Also, if you submit NPCs with more personality and details rather than just, 'this is their job and function in the game, they're not a person just a mechanic', then it makes a more appealing NPC, one that will enrich the experience of the game and probably more likely to be accepted, also.
I like Tingle. As he is in MM, WW and other games is really awesome.
I have to agree with Max. In addition I don't think Tingle's Tower would fit very within Castle Town. It is a tower with a large Tingle head on top of it. Either this building is place somewhere at the north of the town and have the Tingle head be cut of, or lower and have the Tingle head probably obscure other buildings. I think Tingle Tower would better fit Hyrule Field as Tingle would see it as his own personal castle.
I would have said to make it a place with a lot of minigames, but MG's Circus that is also partially accepted does this as well. Another idea would be that Tingle would steel ruppees if you leave them for to long, but that is also covered with Maple. Maybe a mini-dungeon is the way to go, although I feel that the reward (at least for the first time) should be more than ruppees.
I also think that Tingle would do very well in a role as a mandatory part of the main quest. That Link has to rescue Tingle from under a rock or something (yes an FSA reference) and Tingle will sell him a valuable quest item. Or it opens Tingle's Tower and the valuable quest item is the reward in his minidungeon.
