If possible it would be cool if he could run around in a small circle. When you talk to him he says, "Hey! Do you want to play." It shows yes, or no. If yes, "Tag your it. Haha. With a haircut like this I could rule the world." (minus the haircut part if you don't like it.) If no, "Oh, ok."
I would like some feedback on my imagery.
That looks fine. And I can most certainly make him say just that. ;D
But what does the haircut have to do with playing tag? 
And is "Oh, ok." the only thing...not like...something else?
The haircut looks great in sprite, its not often you see an unique left and right side 
Oh, it means he tagged him, and he now feels that cause he has a cool haircut and he won in tag, that he could rule the world. It's me and a friend's quote.
He could say, "Now I believe that lovers should be draped in flowers,
And laid entwined together on a bed of clovers,

Or something a little less copyrighted from a song by Bright Eyes.
He could also stare at you blankly, then cheer in glee, "Ok, I'll find some one else."
Or he could say, Uh, er, well, um, I've got nothing.
Thanks, I was going to add an animation that had the hair sway side to side, but I was almost running late for cross country when i was finishing the sprite as it is now.(no pun intended).

I made him walk around the main square. So not really a small circle...but meh. It looks cool.

Sweet. A circle is a circle, or a square, triangle, hemogoblin (actually part of your circulatory system, but is semi-circular,) depending on how pointy the sides get. Sweet a spot in your Z3 booth.
