[EDIT] Note, you can only make five for free, though.  So make sure they're perfected before you upload anything.

Depends what it is. The easiest way is to load your site into IE and go to File->Print and select 'Microsoft XPS / PDF Document Writer', it will then "Print" your site to a pdf file.

My favorite method is using Open Office and exporting the item as a PDF.

There are a few other converters that will allow you to convert documents to PDF's one is called 'primoPDF'. -- if you're looking for making PDF forums, you're pretty much SOL, unless you wanna buy (or obtain) Adobe Acrobat Professional.

A better suggestion would be making a locked word document form, it works, but they look pretty crappy.

You can use Photoshop, and Microsoft Office if you download a certain plugin.

If you had Mac OS X you can make PDFs out of every format that Preview can read. Just open it and resave as a PDF. Of course, you most likely don't have a Mac.
