In this round of the Frostnova Division, we have Diabolus, the devil of Zordan's funky grass cutters, and we have Icepick Vinnie, the possibly adorable but mafiozo penguin!

Nope, he's a manifestation of the ZFGC server itself. Vinnie would have to find the server where ZFGC is being hosted and shoot that. Any manifestation of Diabolus in the real world cannot be harmed... like the following manifestation, you may be familiar with the term global warming...
