It is actually a permission configurable from the admin panel. The big problem I see is that SMF lets members move their topic to ANY board, even boards which other members cannot see, leading to confusion.
Just PM a moderator. I don't think there are major issues with it. It's just two clicks If you don't want to PM a moderator, PM me. It isn't a bother at all.

Its quite simple, really. I created an index.php file and it loads the SSI.php in SMF's directory. Then it uses ssi_boardNews() in the news area (though I made many modifications to it).
