It is actually a permission configurable from the admin panel. The big problem I see is that SMF lets members move their topic to ANY board, even boards which other members cannot see, leading to confusion.
Just PM a moderator. I don't think there are major issues with it. It's just two clicks :) If you don't want to PM a moderator, PM me. It isn't a bother at all.

EDIT: I think I figured out what rule I broke: "Spoilers are not acceptable, please warn if your post contains them." I told people what would happen if I took 1440 pills of Ibuprofen without giving a spoiler warning in case someone else wanted to try it for themself to see what the end result would be. I'm sorry.

Look it up. You also would need to know some PHP.

I will no longer be releasing any themes or parts of the ZFGC site as they are the property of ZFGC. New themes and a slightly fixed green theme will be available next friday.

Its quite simple, really. I created an index.php file and it loads the SSI.php in SMF's directory. Then it uses ssi_boardNews() in the news area (though I made many modifications to it).
