When I used sleep, the whole game froze during the sleeping.  Is is supposed to do that?

you could use a variable that captures the system time and every frame check if enough time has passed

What's wrong with using alarms? It's what they're there for.

And yeah, if you do it windy's way, you need to use the variable current_time
