Can't figure out how to do a racing type game.

I've been wanting to do a Mode7 esc style racing/arcade game for awhile using GM 7.
I don't want to use any 3d at all.
The game I'm basing it on(basically going to try to remake the first level) doesn't use Mode 7.
At least it doesn't quite look like m7 as it was on the Game Gear.

My question is this:
Without using 3D, how the hell would you set up the map/track that has buildings and what not in it that flow with your speed?

I am not sure how difficult this would be although I saw it implemented in Game Maker long before 3D on Game Maker came about (well around the time that there was an "extension" called Kingspace that had some 3D objects). A possible way would be using parallax - it would look similar to pole position though.

But the buildings in the game actually have body to them IE they aren't flat images.
That, and they smoothly get bigger, they didn't look stretched like alot of mode 7 games did back then.  They more like animations.

I was thinking of maybe setting up the view of the player in the top left corner then having a map for the rest of the room.  As the player hits points on the map, the animations/building/ etc would show up.
