i just noticed that i have the swear filter on and !@#$% doesn't get changed but !@#$% does. what the hells up with that?

it censors single words, not words containing the censored word. That'd be too much.

There are many many words that contain the letters a, s, and s in that order.  Blocking every one would be stupid.

I'd presume it only applies when there's only letters involved.
