Setting up a Dedicated Halo CE Server

So Clan »§O§« and I are wanting to start a dedicated Halo CE server for the clan. We're just not sure how to do it. We do know how to run it from a program on someone computer, but it won't be up 24/7. We believe we have the correct files uploaded onto the site, but we do not know how to activate it... Can someone link to a tutorial or tell us how? Also Google didn't help that much.
