First of all, I do not know how hard this would be to implement.

What I was thinking was that when a user edits his/her post, it should appear under "Unread Replies". This will eliminate a lot of "bump" posts and double posts. It is also new content that the user should be aware of.

Hard to implement.
Better methods of doing it.

Say I have a topic and I want people to notice it (it doesn't appear under "unread" etc), but at the same time, I don't want to double post.  What are the better methods?

That is going to apply to everyone because everyone will think that their topic is worthy :P.

How about people should wait about 4 days of inactivity to bump a topic?

unless there's a vital update I don't think bumping a topic should be allowed. If people don't post in a topic for 4 days, obviously they're over discussing it in it's current state.
