And I don't know what tools I need.

I'm going to start making a flipbook, but I'd like to get into something a little more professional. I don't want to use Flash...I want it to be hand drawn. I could design a background, but how would I animate characters over top of it? Seems so confusing...

Please give advice!

The easier methods aren't always the most benificial for experience: Get a good digital camera, lots of paper and pens, and be redrawing alot!
Or spend money on some transparent slides to overlay for characters, pain backgrounds but with cartoon characters overlain, possibly drawn and coloured in on pc.
?.
Study people in motion - Get some books that show the human body and different poses through progressions of actions - Even watch videos and copy scenes frame by frame, but dont just copy the 2d shapes, draw the 3d geometry as would properly draw anything.

And work. Alot,.
Too much for me to do.. I've only ever made about 10 minutes worth of animation if you sum everything i've ever attempted.
Lego movies are easier and somehow more affortable methods of animation though !!

If you mean animations fotware, I reccomend you do something like this:

Draw and scan each image.
Photoshop it up, make it nice and smooth and vector-y (and solid).
stick in backgrounds
and animate it in something like powerpoint or the like.

It's a very unprofessional solution, and not apt to be at all effective for distributing in any way, shape, or form, but most good methods require shelling out big bucks. Unless there's some nice free software for this that I'm unaware of... which I slightly doubt.
